Is Service tax and VAT is applicable towards the construction of low cost residential houses for flood infected projects.

If the residential houses are a complex then the question of whether the same are for the personal use of the buyer may be examined. If so then noi liability.
VAT is applicable on the value of materials transferred in execution of the works contract.
