a person having GTI of Rs600000 and deductions under chapter 6 are Rs 120000.is he eligible for 87A....???

Yes he is eligible for rebate u/s 87A.

taxable income is considered for rebate u/s 87A his taxable income is Rs.480000 (i.e. below Rs. 500000) so he is eligible for rebate.
