Whether Service tax rate @ 14% has been effective?
If yes then from which date it is effective?

As on date it is not effective. After passing the Finance bill the effective date will be notified.

Rightly said by Ld. Expert. You need to wait for notification as the new rate is not yet notified. As of now 12.36% is applicable.

Revised Service Tax Rate will be applicable from 01.06.2015.
