Which section applicable to deduct tds on just dial bill

we deduct TDS on just dial bill @10% but i confuse which section applicable on this.
please help me to this problem.

Section 194C applicable.
Rate of TDS:
Individual/HUF 1%
Others 2%
No PAN 20%
Threshold Limit:
Single Bill Rs 30000/-
Annual Payment Rs 75000/-
Rate of TDS:
