1) seller from Mumbai,
2) Buyer From Mumbai,
3) Buyer has Placed order of Material,
4) Buyer has Instructed to put Consignee name of Gujarat in Excise Invoice as delivery Challan is of Buyer.
Then i have to Charged VAT or CST
2) Buyer From Mumbai,

Then i have to Charged VAT or CST

sales tax is depended on movement of goods, if goods are moving outside state, CST to be charged, if the same is moving within state, VAT to be charged.
