pl. tell if we have contract with firm situated outside the uttar pradesh in case we will deduct the wct from their bill.

You have not mentioned the below details:-
(1) How much is total contract amount?
(2) Service provider/contractor registered with Sales Tax U.P.
(3) If not registered than also you can deduct the wct & can be deposit but you not able to issue WCT certificate to contractor.
But make sure first is there any minimum contract limit also available in U.P. for consider the contract mendatory for wct....sorry i belongs to rajasthan so i cant help u much more.
