Vat rate issue

15 October 2013 I have purchase Havells Electricity Wires and the distributed charged 12.5% vat on it but as per schedule 3 in Vat, Vat rate is 5% on Wires. so anyone can help me about the rates, is vat chargeable on 5% or 12.5%??????????????
