Is vat applicable on e top-up of mobile and on mobile accesories in maharashtra if yes than wahat is rate of vat?

Top-up of mobile is not goods and does not attract sales taxes. (Pl refer BSNL's case, APEX court)
Accessories are taxable. Regarding rates you may pl refer schedules of the State Act.
