Unexplained income

Just heard in news about cops found a big bag full of cash worth Rs.70 crores.
I want to know if that cash would have been found by any random person and he doesn't informs police, instead he deposits that amount in his bank and pays tax on entire amount @30% with surcharge and all.
Does payment of Tax will relieve him from all burden and he can live with that money ?
If not what are the ways he can save this money or in other words money remains unharmed ?
