for deduction of tds u/s 194c, is it necessary to make first contract? or without making contract, shall we deduct tds 194c

You can deduct TDS without making a contract but the transaction should fall within the ambit of Sec 194C. Contract can also be verbal/oral it does not necessarily mean written contract.
