What will the TDS Rate in respect of "Rent of Flat" in India owned by a Non-Residents(in London)?
Please also provide the rate if he does / doesn't possesses PAN in India?
Whether there is anything to do with the DTAA of India-UK?

If PAN number is provided than
(i) at the rate specified in the relevant provision of this Act; or
(ii) at the rate or rates in force;
Whichever is higher
If PAN number is not available or not Valid
i) at the rate specified in the relevant provision of this Act; or
(ii) at the rate or rates in force; or
(iii) Twenty percent whichever is higher.
Whichever is higher
(i) at the rate specified in the relevant provision of this Act; or
(ii) at the rate or rates in force;
Whichever is higher

This issue has been already discussed many times. the tax shall be 30.9% irrespective of whether the NRI has PAN or not.
