Tds on reimburshment of advertisement exp

Our Company is Micromax Mobile. One of our Customer ( our distributor) did exp. for Add in newspaper in chennai for our mobiles. now he is raising a debit note for reimbushment. now we are booking exp in our books, is there TDS applicable , should we deduct TDS of our Distributor Debit NOte. We are making payment to him against that.

pls. Suggest.
