Tds on professional fee

Dear ALL,
Anyone suggest me, Whether Payment to Physiotherapy comes under 194J.
If it so, TDS to be deducted only when it cross 30000/*
Ex: payment till September, it comes around 39000/- So tds to be deducted for only 9000/- or For the whole 39000/- to be deducted?
Kinldy suggest me

Yes it comes under technical services provided u/s 194J and u need to deduct on gross amount of rs 39,000.

If professional fee is up to Rs.30000, then no TDS will be deducted.

But why u need the treatment, if its for your employee or so then only TDS is required else TDS is not required. If this expense is of personal nature then in my view no TDS else Whatever Sir Sampat have told is Very correct.
