Whether expenses paid on behalf of contractors be considered as payment to contractor?
whether such payments be considered for TDS on payment basis/

any amount paid towards contrctor will be liable for TDS.for further please give your details quieries.

for which purpose you are paid that is important,if it is reimbursment then no tds if payment is on behalf of the contactor then you will deduct tax

Sections 194C refer to any sum paid. As per circular No.715 dated 1995 reimbursements cannot be deducted out of the bill amount for the purpose of tax deduction at source.

On reimbursement it depends on the nature of payment. If the payment fall with in the section for any TDS you will have to deduct TDS at rate applicable
