Tds on manpower provider service

Our company is taking manpower from ABC company and executed Manpower Provider Agreement. My question is; in which section our company deduct the TDS? and why?

Section 194C shall be applied as there is an agreement for providing manpower service. Its contractual in nature.
If its ABC is recruitment agency TDS will be deducted u/s 194J.
If its ABC is recruitment agency TDS will be deducted u/s 194J.
