Tds on legal fees paid for registration of patent to dubai

We have query regarding, Our LLP has paid some amount to a legal consultant outside India ( Dubai) for patent & trade mark registration fees to a person outside India i.e. in Dubai. Whether TDS applicable on the same ? if yes then section please .
