Tds on installation charges

Our company has purchased the machinery Rs. 3567890/- vendor has also charged Rs. 40000/- for installation of machinery plz do let me know weather TDS will be deduct on 40000 or not if yes under which section,

Many CA has said No TDS will be deduct on this installation charges because this is capitalized expenditure , is this correct

Assume if i have deduct tds in this scenario AO will disallow the 30% portion but we will not debit the same in P&L hence No question of disallow or allow will arise here
