Tds on freight

As per sec 194C of income tax act from the person having less than ten truck we are required to take pan no. and declration.
I m working in a rice Sheller and we also deal with person having one truck and also not having PAN, then in that case how I can go with the the provisions of law. Thanks in advance

pan no. is compulsory otherwise deduct TDS @ 20%, no benefit available.
To avail the benefit of non deduction of TDS it is mandatory to have the PAN no of transporter.

In order to avail non deduction of TDS on freight you should collect P AN. Other wise deduct Tds @ 20%
