Tds on Clearing & Forwarding Agent

28 March 2011 sir, my first question is, we import goods from outside india and pay clearing & forwarding charges to service provider. Service Provider raise bill for the same amount than will be deduct tds on the bill?
and also raise bill custom duty.

and second question is our service provider take goods outside india and raise bill against their expenses(write in bill shipment charges), will be deduct tds on the total bill?
no other charges is write on the bill
