Please help in the following matter

If there is some balance remaining in quarter 2 challan

Can we pay Tds of quarter - 4 from the balance remaining in that quarter 2 challan ??

If there is no tds in Quarter - 4 of Form 24 Q , Is it compulsory to file Annexure - II details in Quarter - 4 ??
