IsTDS is applicable when Rent paid to employees by the company is less than Rs 120000 pa

The company pays a House Rent allowance to employees , not rent.
HRA is taxble under the head salaries subject to prescribed exemptions on production of actual rent paid receipts.
In case of Rent, yes, TDS provisions are attacted when it exceeds 120000/- in a FY.
