15 June 2010 my client have advertisement exp exceed rs. 20,000/- (i.e. 22340/-). in having 3 party
1. just dial rs.: 14000
2. kem cho rs. : 7500
3. other rs. : 840

he has not deduct any TDS. im confuse. tds apply or not ? can he liable for deduct tds ? can any penalty apply ?
