If TCS on cash transactions over 2 lakh and TCS on motor vehicle over 10 lakh is paid, can the same be taken as credit and shown as set off from income tax liability by the person who has paid tcs

Yes, set off from income tax liability by the person who has paid TCS is available like TDS.
