If you subscribe in IPO then instead of paying by cheque you give stock invest. In case you are allotted shares then amount will be debited and incase not allotted stockinvest will get cancelled. Thus your funds are not available to the company till you are allotted. In the bank you cannot use the funds of stockinvest till alloitment as they are earmarked.
