When debit note is issued to parties by C&F agents for reimbursement of shipping charges incurred on their behalf, is service tax to be collected?

Any reimbursement of expenses not cover under service tax in your case if originally service tax was already paid by the C&F agent.
In case of any government fee paid by C&F that also exempted from service tax liability.
