I COLLECT SERVICE TAX IN ADVANCE BUT NOT PAID BECAUSE OF MY TURNOVER...
WETHER I CAN FILE NIL RETURNS

Here you are in default, Service Tax specifically says that if any amount is collected as service tax, irrespective of turnover, it has to be paid with designated bank within specified time.

Now plz pay all service tax collected with interest and File the return accordingly
