24 October 2017 IF person A paid 100/- to person B which is after deducted TDS Rs 10/- so what would be the liability for RCM as per SEC 9 (4) 100 or 110 please help me out .

I think you are asking the bill value Rs. 110 and Less TDS Rs. 10.... If Yes above said ans is correct...
