whether Tds is to be deducted on the service tax part ?

Incomr tax need not be deducted on the service tax portion charged on rent.

Tax Deduction at Source would be required to be made on the amount of rent paid/payable u/s 194I without including the service tax portion. (Vide Cicular No. 4 dated 28-04-2008).
