How does the AO come to know whether the person has to pay income tax in the previous year itself?

I am not sure on your question. Usually taxablity depends on nature of transaction & time. even ITO has to go with this principle

There are variou sources to know that a person leaving india and that he has no intention to return shortly.
Basically , this type of provisions are provided in the act for certain situations for safer side. Even any agency provide the information or based on media news , AO can use sec174.
