we have a contract with a service provider to provide a vehicle for office staff at monthly fixed amount Rs45000. Does we fall under the ambit of reverse charge

It is rent a cab services and if you are a corporate and the person who is providing the service is not a corporate then it would be applicable. See article in article segment

The expert is absolutely correct it is for small people who can never comply with the procedures as well are not in a position to file their return then by the process of reverse charge taxes are collected by the service receiver and paid to the account of the govt. which is partly born by both the parties.
