Can any one tell me in lay man's language what is the reverse charge mechanism?

27 August 2012 Reverse charge mechanism means that the service recipient is liable to pay & deposit service tax with the Govt, instead of the service provider.

All the formalities have to be complied with by the service recipient.

The service recipient has to get himself registered, deposit the service tax and also file the return.
