Reg is to be done in case when the gross value of services provided by him exceeds rs 9 lakhs.

Reg. must be done when the taxable services exceeds 9 lacs,
Within 30 days from such the service provider must apply for the Service tax registration...

Its a general concepts, But GTA cover in RCM, hence service provider not having any service tax liability, so anyone different concepts or not ??

The reverse charge is applicable only when consignor or consignee is a factory registered under factory act, registered society, co-operative society, any dealer registered for under central excise act, any body corporate or any partnership firm.
