Regarding waiving off of penalty of annual filing fees

Dear all,
Yesterday I uploaded one of the e-form of Annual Filing on MCA and its late fees was Rs. 1800 but only Rs.450 got deducted. I want to ask that whether any changes have been introduced by ROC or MCA regarding waiving off of 1/3rd fees out of the penalty amount of filing fees????
Kindly resolve this query. Its urgent.....

Company Law Settlement Scheme, 2011 has been extended upto 15th December, 2011.

but the above mentioned scheme does not apply to the Annual Filing Forms so How fees of those forms waived off?

But after the closure of the scheme, the prescribed application also has to be e-filed to get immunity from further proceedings.

Where can i get the prescribed application or e-form required for this for getting immunity and within which period after closure of the scheme i need to file that to ROC?

Can any one tell me for which companies Form under CLSS Scheme is mandatory and if currently m filing the forms of Annual Filing for the financial year 2009-10, do i need to file the same due to belated forms?
