If your GST registration has been cancelled due to non-filing of returns, you can still issue invoices for labour works, but these must be non-GST invoices. You cannot raise a tax invoice until you have a valid GSTIN. To issue tax invoices again, you will need to re-register with the commercial tax department and obtain a new GSTIN. Until then, you are considered unregistered and can issue commercial invoices without charging GST, provided you are liable for registration.
We have registered with GST for labour works and our turn over is less than Rs.20 Lakh and also Company GST Registration has been cancelled by GST Officers because of non filing of returns. now one process is going on with small job works. my query is.. Can we raise labour charge invoice without GST?

If as on date your GSTIN remains cancelled due to any reason by the issuing authority, you can raise non-tax invoices/bills, but cannot raise Tax Invoice as explained under GST laws. In case, you with to raise Tax Invoices, you need to register with concerned jurisdiction of Commercial tax and obtain a valid GSTIN.

From the date of cancellation, you are deemed to be unregistered.If you are liable for registration then you can raise commercial invoice without charging any GST.
