a person recd his pension after 15yrs of petition the amount was Rs. 350000. will it be taxable? can it be included in commutation of pension?

SALARY IS TAXABLE ON DUE OR RECEIPT BASIS'
SINCE THE SUM HAS NOT BEEN TAXED EARLIER
