My client take service tax no. in march -13 but his total turnover below 10 lacks in previouse year, whether he is liable to pay service tax in current year ?

Yes but after crossing 10 lacs. 10 lacs limit can be availed in this year since 10 lacs was not crossed in FY 2012-13.
Service Tax to be paid after Rs 10 lacs.
