If no payment is made to the staff during the quarter, is there a need to submit NIL TDS on Salary return?

not compulsory. but advisable to file.

Its not compulsory to file NIL return, but it is suggested that if you have TAN number, then you should file a NIL return.

Thanks for the early reply, Thanks once again.
I tried for the same, I am using Etdswizard Software for preparing statement. I prepared the data sheet in excel, in updated file format, there is a last one column "Number of Certificate under section 197 issued by the Assessing officer for Non Deduction / Lower Deduction (327)"in deductee sheet where I have to mention the certificate from Assessing Officer for lower, higher or non-deduction so at the last in validating process it stops, and program closes.
In previous Quarter-I the data file was different and for Quarter-2 data file is different. Is there any other latest data file for the same, please help.

why dont u try etds rpu issued by nsdl. try once in that too. there should not be any problem as such. nil returns are filed everyday.
