if an assessee has wrongly deposited Tax with a bank even if he has no tax liability without filing any ITR, what can be the consequences?

As per details given by u I think assessee should have to submit return n claim refundable amount. Without file any ITR we can't get back the amount.
Only the way is file ITR n claim the refund.
