Income Tax Department dosent issue Refunds unless the amounts exceeding Rs. 100., is this right on part of the department?

Yes, it is true.

No. As a corollary to section 288B of the Income tax Act,1961 refund should be issued if the amount involved is not less than Rs.10/-
