Employees whose gross salary is below the taxable limit demand form 16 from the employer. Is it necessary for the employer to issue form 16 in such cases. For example gross salary itself is Rs.1 lakh per annum, is it necessary for the employer to issue form 16 if asked by the employee.

Strictly speaking, it is not necessary.
The form is titled " certificate .. .. for tax deducted at source .. .. "
If there is no deduction, issue of certificate is not necessary/compulsory.
