Is it allowable to pass on cvd?

A trader has purchased goods from a manufacturer in Special economic Zone. The said supplier has charged CVD equivalent to excise on the same. Can the same be passed on by the trader ? If yes what are the requirements and procedures?

A dealer registered under central excise only can pass the excise duty.
