ONE PERSON PROVIDED SERVICE IN OUTSIDE INDIA THROUGH INTERNET WEB DESIGN AND PAYMENT RECEIVED THROUGH MONEY TRANSFER IN INDIAN RUPEE AND EXPENSE PAYMENT THROUGH VISA CARD IN US DOLLAR. SO WEB DESIGN SERVICE TAX APPLICABLE ?

It is a service provided outside the taxable territory so no service tax applicable.
