an employee changed is employment in nov 2010 to saudi arabia from india
now i know as per incometax he is a resident in india because his stay is for more than 182 days & his income in saudi arabia is also taxable in india but i want to know whether he will be allowed expenses incurred in saudi arabia like house rent etc

Gross receipt towards salary should be offered for taxation purpose, however if he is availing any rent free accomodation/ free transportation etc then it should not be accumulated.

Salary income doesn't has exp deduction provisions. so Entire amount from salary is taxable.
But he can take Double taxation relief.

if your employer has paid you HRA then only you can claim it, otherwise not.

so u wanna say that his whole income earned in saudi arabia is taxable in india because he has not paid any taxes there

If Employer gives HRA than only House rent exampt up to the value you received as HRA from Employer.
If you are not receive any such type of item in UAE salary than whole amount in taxable in India.
If you are not receive any such type of item in UAE salary than whole amount in taxable in India.
