09 December 2015 Dear sir may clients can prepare notice and it may give answere of notice him self to assessing officer in respect of word officer.whether in such case ca authority is required

09 December 2015 No not at all required. If assessee himself does not go then only authority required.

09 December 2015 Yes, client can prepare reply of notice itself and also attend hearing with AO all by himself. Then there is no requirement of authority letter.

But if anyone is attending on client's behalf then he should have authority letter issued by client.

09 December 2015 I think tax consultant certificate is for VAT department. There is no certification from IT department.
