My query is that,
can i file income tax return for A.Y 2012-13 and A.Y 2013-14 today.
Because my refund and i forget my ITR for previous year.

you can file For AY 2013-14. For AY 2012-13, it is time barred now.
however, you can request for refund through application under section 119(2)

date of belated return is gone for FY 2012-13, but u can file belated return for AY 2013-14
