How to calculate tds on salaries for arrears

Dear Sir Greetings of the Day
A few employees resigned in 2015-16. But we are giving Arrears to them in 2016-17. these are not drawing any Salary in this FY. We are giving 1,43,000 as arrear to them.
Now my question is how to deduct TDS on these Arrears please guide me in this.

Apply same principal as you would apply for deduction of TDS from Salaries.

But they are not crossing the IT limit F.Y 2,50,000 in this FY.
