Gst on fine & detention charges

Dear Expert, My GTA vendor ( A transport Ltd - registered vendor ) raised invoice with inclusive of loading & unloading charges , Fine charges , Detention charges , etc.. to us. But Now-a-days we have received separate invoice for Fine charges & Detention charges. etc..
My doubts.
1. Is this charges covered under GTA category service.?
2. we are liable to pay this charges under RCM basis.?

What about the billing...?
They charge GST for the services except transportation or not?

They have charged separate invoice for transportation charges and fine charges. In transportation invoice, we have paid GST under RCM basis. but they separately raised invoice for fine charges without charging GST. So my doubt is this fine charges comes under RCM basis on GTA service category.?

No need to pay GST for the above said Charges except GTA...
