Service tax is 12.36% but pls tell me which section it has been written in Service Tax

The rate of tax is given in the Finance
Act of the relevant year. Finance Act 1994, with section 65 only states the rate as per finance Act. i.e for 12% for EDU CESS there will a mention in the Finance Act.
