Dear Sir,
An Individual having TDS for Rs.27679 for the AY 2013-14 not filled the returns. is there any ways to fill the return and claim the TDS Refund

File condonation application with CIT(as per circular 9/2015 dt. 09/06/2015), after CIT approval file manual return with jurisdictional AO seeking refund enclosing CIT approval.
