Filing of return for nri

If any NRI returns to India permanently and he wants to file his return even having exempted income..just for fulfilling bank requirements and for getting loan approval...what is the procedure?
Which return he is supposed to file? And where he can disclose his income in ITR as exempt income?(Income is from Salary)
Can he file ITR 1?
